On March 17 the Lords debated a Bill to give the Northern Ireland Assembly the power to set its own rate of corporation tax. In his speech Alistair Lexden said the measure could bring significant economic benefit to the Province, but went on to warn that it would increase constitutional instability in the UK as a whole if Scotland and Wales demanded to be treated in the same way.
