It emerged at the end of February that some 200 people “on the run” for terrorist offences had been sent letters by the Northern Ireland Office telling them that they were not wanted by the police for questioning, arrest or prosecution under a secret scheme established by the Labour government in 2000 and continued under this government until December 2012.During a debate on March 4, Alistair Lexden denounced the scheme and called on the government to explain why it had retained it for over two years.
