The report by the Lords Committee on the Constitution, published on February 12 and based on a detailed, wide-ranging inquiry, discusses the constitutional implications of coalition government. Amongst many other findings, it recommends that  coalitions “should be formed as promptly as possible”; that “as in 2010, administrative support and factual briefings should be offered to parties involved in government-formation negotiations”; and that “a proper process should be in place to govern any setting aside of collective responsibility” to avoid the confusion that has occurred under this government.
