For many years governments have often taken action (and spent public money) to prepare for institutional changes before Parliament has passed legislation authorising them—a process known as the pre-emption of Parliament. In a report published on 1 May, the Lords Constitution Committee examined the existing procedures under which pre-emption takes place and made recommendations for their improvement to ensure that effective parliamentary scrutiny is not compromised.
