Secondary or delegated legislation takes the form of statutory instruments which stem from Acts of Parliament—primary legislation—and give effect to detailed legal changes. The House of Lords is now devoting a great deal of time to considering large numbers of statutory instruments relating to Brexit.
Alistair Lexden is a member of the Joint Committee on Statutory Instruments, consisting of members of both Houses, where the contents of these measures are scrutinised before being debated and approved.
In an oral question in the Lords on 21 February, he drew attention to the importance of allowing adequate time for parliamentary consideration of these instruments and of avoiding mistakes in drafting them.
